The "iron on transfers" are a kind of "iron on pictures". The iron on motifs are coated on the bottom with an adhesive. The adhesive becomes liquid when you iron on the transfers.
The iron on transfers have a glue layer on the bottom. You can apply them with a regular electric iron to fabrics.
